Creating Hazel rules using A

I am wondering if rules are stored somewhere on disk in a readable format, like a file or database, and whether it is feasible to generate new rules programmatically by writing to that store or creating rule files?. If that is not supported, is there an API, scripting interface, export format, or other recommended approach for generating rules automatically?
Any guidance on what is possible and what is not supported would be appreciated.
